The scope of planned new European Union rules to regulate audiovisual content will be narrowed to exclude blogs, personal clips and other "non TV-like" images, a senior EU lawmaker said on Friday.(...)
"The crucial point is defining the scope," Ruth Hieronymi, the centre-right MEP steering the bill in the European Parliament, told reporters at the end of a two-day hearing.
The Commission's intention was not to include blogs and other non broadcast type output, but the legislation needs clarifying to ensure this will be the case, she said.(...) ###
Content under the bill's scope should have an element of "editorial responsibility" or where editorial decisions are involved in services for a mass audience, Hieronymi said.(...)
Ofcom [British media watchdog] told the hearing that unless the scope was altered, the bill would encompass videoblogs, online video games and individuals that create their own clips on sites such as YouTube and MySpace.
"All of these services are almost the diametrical opposite of the mass media which is our claimed target," Ofcom's Tim Suter said.
